Key Legislation
Texas’ “Abandoned Baby Bill” or “Baby Moses Law” — In 1999, Bob Leonard helped spearhead and pass this critical legislation to protect children. If someone cannot take care of a baby, there are locations around the state to leave the child. These are truly safe havens for children. The person who drops the baby off does not face prosecution. At the time, there were no such laws on the United States; now there are similar laws in every state.

02-14-00102-CV, In the Interest of S.D., a child
This child custody and parental rights matter involved a child born to a partner in a same sex couple. The biological mother’s partner attempted to assert parental rights, but the lower court ruled against her. Bob Leonard was successful in his arguments in the lower court disallowing parental rights and access by the biological mother’s partner. Bob also prosecuted the appeal and the Second Court of Appeals upheld the lower court decision.

02-12-00129-CV, In RE William J. Marks
In the Second Court of Appeals, Bob Leonard challenged a habeas corpus filing by his trial court opponent. The appellate court ruled against the other party and for Bob’s client.
02-06-00180-CV, In the Interest of B.C. and O.C., Children
This termination of parental rights case involved the Texas Department of Protective and Regulatory Services. Bob Leonard was not successful in convincing his client to abide by the lower court ruling regarding access to unsuitable persons and this matter. Although the Second Court of Appeals upheld the lower court ruling, the district attorney argued that the case was not properly prosecuted and Bob prevailed in that argument.
02-04-00169-CV, In the Matter of the Marriage of Rene R. Hovious and Jeffrey Charles Hovious
This divorce case involved a ruling of an invalid marriage due to bigamy, reimbursement claims and claims against the lower court for allowing the withdrawal of an attorney during the pendency of the case. Bob Leonard successfully argued the matter in the appellate court and the Second Court of Appeals upheld the lower court ruling.
Bob Leonard is also a Probate Attorney in the Parker, Tarrant and Johnson counties.
